In order to level up you must either kill monsters yourself or find someone who will team up with you and kill monsters for you. Normally you should try to level up at the highest level monsters that you are able to kill and survive. These would be white and red named monsters. If you are strong enough, you may try your luck at some black named monsters but bear in mind that these are strong.
Yes, you may take some quests to help you leveling up. The most famous one is the Demon Exterminator Quest that you can take from the city captains near the conductresses. These captains will assign you the task of killing a certain amount of monsters that are close to your current level. If you complete these tasks they will award you with some experience and even some items if you're lucky.
